The UK and US have hammered out a major trade agreement that will guarantee zero tariffs on British drug exports being sold in the American market.

The Terms of the Accord

In exchange for the tariff guarantee, the UK has committed to raise expenditure on drugs through the public health system. This commitment secures that tariffs on these vital products will stay at zero for a timeframe of the next three years.

This agreement follows earlier warnings to dramatically increase duties on branded pharmaceutical imports, with increases mentioned up to double the cost.

"This arrangement with the UK reinforces the international landscape for new treatments and introduces much-needed balance to American-British medicine commerce," an announcement said.

Trade Significance

Pharmaceuticals are one of the UK's biggest goods shipped to the US, which is easily the biggest buyer for leading companies like GSK and AstraZeneca.

Export figures reveal that in the year to the end of September, the UK shipped pharmaceutical products worth £11.1bn to the US. This figure accounted for nearly one-fifth of total UK exports in that timeframe.

"This deal protects work, increases investment and sets the stage for the UK to emerge as a worldwide center for biotech and pharma," a minister stated.

Detailed UK Commitments

The deal includes several notable pledges from the UK:

  • Higher Cost Ceiling: The UK will raise the cost ceiling at which it deems new therapies to be prohibitively costly by 25%.
  • Higher Drug Budget: There is a goal to increase total public funding on medicines from 0.3 percent of Gross Domestic Product to 0.6 percent over the next decade.
  • Rebate Cap: The percentage pharmaceutical firms must return to the NHS to control costs will be capped at fifteen percent. Last year, refunds topped 20%.

Broader Context

The pact takes place against a long-running row between the pharmaceutical industry and the UK government over medicine costs and approval rates.

The disagreement were intensified by assertions that American customers were paying significantly more for the equivalent treatments than people in the other developed nations.

Recently, several significant pharmaceutical investments in the UK have been paused or scrapped, while major expansions have been directed toward American operations.

A senior figure publicly accepted that the NHS needed to spend more on treatments, noting that its budget allocation on drugs had shrunk as a percentage of its overall budget over the last ten years.
